5 Years of the Digital Agency | Advancing Digitalization for Everyone, in Everyday Life

The Digital Agency of Japan was established in September 2021 with the aim of realizing a human-centered society that delivers necessary services to those who need them through digitalization.
This page highlights the Digital Agency’s initiatives and achievements so far, showing its commitment to “Human-friendly digitalization that leaves no one behind.”

1. Digitalization supporting people’s daily lives

1.1 My Number Card

Starting from the 47.61 million cards that had been issued by September 1, 2021, the number of My Number Cards held has increased steadily from year to year, reaching about 86 million in May 2023, 92 million in March 2024, 97 million in March 2025, and reaching approximately 104.18 million cards by the end of July 2026.
Since it is the most widely used method of verifying a person's identity, the use of My Number Cards is growing in a variety of public and private situations, such as for filing tax returns, as health insurance certificates and as driver's licenses, and for a range of private business services spanning the financial sector to the entertainment industry.

1.2 Utilization of My Number Card

The ways to use a My Number Card are growing, making everyday duties easier and adding more options in health and medical services.

1.2.1 Utilization as a Health Insurance Certificate

My Number Card can be used as a Health Insurance Certificate. The number of registrations has exceeded 90 million, accounting for 91% of My Number Card holders.

1.2.2 Identity verification using My Number Card

My Number Cards are also used for identity verification at live events and other venues.

1.3 Integrating My Number Card Functions into Smartphones

"My Number Card on iPhone" is now available, allowing users to verify their identity using their smartphones in more everyday situations.

2. Advancing the Online Administrative Procedure

2.1 Mynaportal and Online Administrative Procedures

With the launch of "Mynaportal," an online portal for personal administrative services, users can now complete moving procedures, apply for passports, and review information such as medical expenses.

2.2 Public Money Receiving Account

A system has been implemented that enables individuals to register their deposit accounts with financial institutions and the national government (Digital Agency) for the purpose of receiving benefits and other payments.
During the process of receiving benefits, it is no longer necessary to enter account information on application forms, attach copies of bank passbooks, or have account information verified by administrative organizations. This streamlines the receipt of benefits and other payments.

2.3 Review of Analog Regulations

Under the Digital Principles, common guidelines across the government, we are promoting initiatives to eliminate analog regulations and create a society where new value can be easily generated.

3. Digitalization for Businesses and Local Governments

3.1 Standardization of Local Government Information Systems and Government Cloud

The digital infrastructure of local governments nationwide is undergoing major changes. The standardization of core business systems is progressing.

3.2 GBizID

• Administrative procedures for businesses have transformed significantly. The use of “gBizID,” a common authentication platform allowing companies and sole proprietors to log in to multiple administrative systems with a single ID, is expanding.

3.3 Data Free Flow with Trust (DFFT)

International initiatives are also advancing. Digital Agency has set out a policy to establish a digital society through trusted data flows and the use of AI.

3.4 Disaster Prevention DX and Disaster Response

In disaster prevention, which is closely connected to daily life, the Digital Agency is promoting the development of an environment that enables the public and private sectors to collaborate and leverage data to provide services suited to each resident.

4. Promotion of Generative AI and Database Utilization

4.1 Government AI GENAI

As a first step toward building Government AI as a platform that enables government officials to use AI safely and securely, the Digital Agency is deploying the Government AI GENAI across ministries and agencies.

4.2 Base Registry

To advance the digitalization of the entire nation, developing digital infrastructure as a social foundation is essential. Digital Agency is developing and promoting the use of foundational datasets that support society as base registries, in order to facilitate information sharing among administrative organizations and the use of data by private sector and others.

In March 2026, the Corporate Base Registry, a system that allows user to search for and obtain commercial and corporate registry information, began offering services to administrative organizations nationwide. Citizens, including businesses, will no longer be required to attach a certificate of registered matters for commercial corporations when applying for administrative procedures.

4.3 Japan Dashboard

As the command center for realizing Japan’s digital society, the Digital Agency leads efforts to promote data- and evidence-based policymaking and visualize outcomes across government. As part of these efforts, it publishes official Japanese government statistical data through the “Japan Dashboard.”

5. Looking Ahead

As set forth in the Priority Plan for the Advancement of a Digital Society , adopted in July 2026, we will work to advance and strengthen the resilience of AX/DX infrastructure in national and local governments, accelerate economic growth through digitalization, and realize safe and convenient lives for citizens.
Based on the mission established at the launch of the Digital Agency—"Human-friendly digitalization that leaves no one behind "—we will continue to advance these initiatives so that more citizens can experience the convenience that digitalization brings.
