This plan specifies the measures that the Japanese government should implement quickly and intensively to realize the digital society we should aim for. It serves as a compass for the Digital Agency government and other ministries and agencies to work on measures for each structural reforms and individual measures, and to communicate and make recommendations to the world.

Policy area
In order to realize the digital society where no one left behind, efforts are being made in various fields. The status of efforts in major fields is as follows.
1. Development and diffusion of common function lines necessary for a digital society
My Number (Individual Number) System / My Number Card
This is a system for identifying specific individuals in administrative procedures, etc. Through information coordination among administrative agencies, it becomes possible to omit attached documents, etc. in various administrative procedures. In addition, My Number Card can also be used for identity verification, etc. in private sector services.
Public money receiving account Site Registry
This is a system related to My Number (Individual Number). If an individual voluntarily registers his / her deposit account at a financial institution as an account for receiving benefits, etc., the procedures and attached documents can be omitted when applying for benefits during an emergency.
Numbering system for deposit and savings accounts
The system for assigning My Number identification numbers to deposit and savings accounts (deposit and savings account identification number system) is a system that allows you to submit your My Number to financial institutions. By assigning the My Number to your deposit and savings account, in the event of inheritance or disaster, the location of the deposit and savings account to which your My Number has been assigned can be confirmed at the counter of one financial institution.
GBizID
This is a mechanism to authenticate corporations that undertake procedures in administrative procedures, etc. Online applications for corporations of various governments and local governments can be made with a single ID and password without identity verification documents.
Electronic Signatures
This law stipulates the legal definition and validity of electronic signatures, which are used to prevent the impersonation of the creator and the falsification of the contents of electronic documents such as contracts. In addition, an accreditation system has been established for certification operations that confirm the legitimacy of electronic signatures and that meet certain standards.
Electronic power of attorney
The DICJ is promoting the widespread use of electronic power of attorney, which is an electromagnetic record indicating that the representative of a corporation has granted a right of attorney to a member.
Trust (digital identity, etc.)
As a foundation for data distribution and coordination, there is a need for mechanisms and tools that help trust the parties with whom data is exchanged as well as the data, and that improve the possibility of verifying the identity and existence of the subject and the non-tampering and authenticity of the data. Currently, we are promoting initiatives that utilize digital identities of "people, corporations, things, etc." to establish and prove "identity, qualification, attributes, etc." in the digital realm.
Government Cloud
This is a government-wide cloud service usage environment. By maximizing the advantages of cloud services, we aim to build a system that is fast, flexible, secure, and cost-effective. We aim to quickly provide and improve services that are highly convenient for users. We will proceed with considerations so that local governments can enjoy similar advantages.
Government solution service
Provides a standard business environment (business PCs and network environment) common to the government. By adopting the latest technology and integrating the environments of each ministry and agency one by one, we aim to improve the productivity and security of administrative agencies.
Unifying and standardizing the core business platform of local governments
For each core business platform, we will develop environments that enable local governments to efficiently and effectively select applications that are suitable for them from among the applications that meet the standardized criteria established on the Government Cloud.
Public service mesh
This is a new information coordination platform that speeds up the utilization and coordination of data held by the government. By using data to improve convenience through the public service mesh, we will spread and expand "People-Friendly digitalization" more efficiently.
' One-stop, no writing service' in Municipal DX services counter
Through co-creation with local governments, we aim to realize "a people-friendly one-stop where no one is left behind" at the local government counter by realizing "No writing, no waiting, no turning, digitalization counter" at local governments.
Cybersecurity
The Japanese Government as a whole is working to strengthen security, including at the design and development stages of information systems, from the perspective of striking a balance between ensuring cybersecurity and thoroughly improving convenience from the standpoint of the people.
Driving Data Strategy
In order to solve social issues and maintain and improve Japan's international competitiveness while cooperating with the rest of the world, it is necessary to realize an environment where diverse, high-quality, and sufficient amounts of data can be used easily and securely with trust. To this end, the government as a whole will promote the use of data with transparency and reliability.
Base Registry
In order to promote digitalization for the entire country, it is essential to develop digital infrastructure as a social infrastructure. In Digital Agency, we are promoting the development and utilization of datagroups that form the basis of society as a base registry in order to promote information coordination between administrative agencies and data utilization including private sector. This will lead to the promotion of Once Only (no need to submit twice what has been submitted once) in administrative procedures and DX in private sector.
DFFT
We believe that the free flow of data within a framework of assured reliability will bring about economic growth. Therefore, in order to ensure the free and safe flow of reliable information, we will first collaborate with countries that share the same basic ideas and principles regarding data, promote the creation of international rules and discussions on data flow, and take responsibility as a proponent country to work toward the realization of DFFT.
National and local government networks
As a common digital infrastructure for the national and local governments, we aim to realize a national and local network that is optimal overall from a medium - to long-term perspective.
Digital Marketplace (DMP)
The Digital Marketplace (DMP) is an initiative to create an environment where government agencies can procure cloud software (SaaS) quickly and fairly.
We aim to improve the quality of administrative services and realize a sustainable digital society by reviewing the conventional complicated IT procurement process, improving transparency, reducing procedural burdens, and promoting the entry of various businesses.
2. Improvement of UI / UX from citizens' perspective and realization of services for citizens
Service Design
As we aim to realize a digital society where "no one is left behind," and in light of the fact that digital devices and services will be used in various situations of use, we will work on designing administrative services based on the principles of user-centeredness (human-centeredness) so that the needs of various users can be met effectively and efficiently. In this way, we will enable everyone to enjoy the benefits of digitalization anytime and anywhere.
Mynaportal
Mynaportal is an online counter for administrative services for individuals. By using My Number Card, you can use administrative services such as moving, passport and other procedures, confirming your personal information such as medical expenses.
GBizPortal
This portal site assists business operators in smoothly obtaining procedural information and preparing applications when performing administrative procedures. It enables the cross-sectional search of administrative procedures and subsidy information from various ministries and agencies, as well as the sharing of document data between related parties at the digital locker function. It aims to eliminate the complexity of business operators' administrative procedures and improve efficiency.
Public front services (one-stop services, etc.)
We will work on online and one-stop services for various procedures (child rearing, nursing care, moving, death / succession, social insurance and tax procedures, incorporation of corporations, applications for passports, applications for residency, immigration procedures, etc.). In doing so, we aim to provide one-stop services not only for administrative procedures but also for private procedures by linking APIs, etc.

Introduction of User Satisfaction Evaluation in Government Information Systems
In order to continuously improve the convenience of governmental information systems from the user's perspective, Digital Agency will develop a satisfaction evaluation mechanism based on unified indicators, and support the establishment of an improvement cycle in each ministry and agency.
Standardization and unification of government websites
Through the standardization and unification of the design and content composition of the websites of the various ministries and agencies, we will construct a common foundation for the transmission of information that will enable anyone to quickly access the information they need.
Digitalization in semi-public sector
We will advance the digitalization of the semi-public sector (health / medical / nursing care, educations, children, disaster preventions, mobility, agricultural / fishery / food-related industries, ports and harbors, and infrastructures) closely related to our daily lives, where the involvement of the government is large and the ripple effects to other private sectors are large. Novel Coronavirus COVID-19 contact-tracing app (COCOA)
In cooperation with Ministry of Health, Labor and Welfare, we are developing, maintaining, and operating COCOA. In addition, we are compiling verification and summary reports that summarize the achievements, results, and issues of the application.
Visit Japan Web
We provide a web service that allows people entering Japan from overseas (including Japanese nationals returning to Japan from overseas) to complete immigration procedures such as quarantine, immigration inspection, and customs declaration at the time of entry.
Digitalization for Procedures of Other Countries and Local Public Entities
Involved in court proceedings, police services, and digitalization operations at ports and harbors, etc.
Cashless Payment of Fees to the Government
Fees to be paid to the government can be paid without cash (via Internet banking, credit card, electronic money, convenience store payment, etc.) to improve convenience for the people and improve operational efficiency.
3. Development and management of national and other information systems
Integration and supervision of information systems of the national government, etc.
By formulating basic policies for the development and management of national information systems and by promoting their standardization and integration, we will enable efficient system development and information coordination that includes private sector information systems. At the same time, we will advance reform of administrative services and reform of business systems in an integrated manner from the users' perspective.
Promotion of joint projects between Digital Agency and various ministries
NEDO, in collaboration with the Cabinet Office and each Ministry, promotes projects concerning registration information systems, national tax information systems, social security on-line systems, public employment security office systems, patent office systems, and other information systems that have large operational costs or that need to be developed utilizing the technical knowledge and common infrastructure of the Digital Agency. The aim of these projects is to resolve issues related to these information systems.
Government AI "GENAI"

Ensuring Fairness and Transparency in Procurement / Procurement Reform to Utilize New Technologies
In order to provide better administrative services, we will work to ensure fair and transparent procurements from the perspective of promoting private sector personnel. In addition, in order to realize rapid development and provision and continuous improvements from the users' perspective, we will work to realize flexible and appropriate procurement processes, strengthen the administration's system procurement and development capabilities, ensure the participation and appropriate selection of a wide variety of business operators, and ensure the clarification and transparency of processes.
Digital Day
Since 2021, "Digital Day" has been established as an occasion to regularly reflect, experience, review, and share about digital. The public and private sectors will work together to implement various initiatives using digital-related technologies and services, and work to increase the momentum toward social digitalization.
Efforts in digital supporters
Digital supporters provides detailed support to people who are not familiar with digital devices and services. It is an initiative to create environments in which society as a whole can enjoy the convenience of a digital society without leaving anyone behind.

Under the digital principles, which are the common guiding principles of the government, we are promoting efforts to eliminate analog regulations in order to create a society that is easy to create new added value.

We are moving forward with initiatives related to the construction of processes and systems to confirm the compliance of new laws and regulations sites with the Digital Principles, the digitalization of legal affairs, the development of a laws and regulations database registry, and considerations for promoting the use of laws and regulations database.

Policy Evaluation and Review of Administrative Projects
Regarding the policies implemented by Digital Agency, the Cabinet Office grasps and analyzes the effects of the policies by itself, and evaluates the policies before and after they are implemented, thereby achieving the well-planned and efficient planning, implementation, and management of the projects. The Cabinet Office reflects the results in the formulation of policies in the future, etc., and utilizes the results for the regular review and improvement of the contents of the projects.
From FY 2023, policy evaluations and administrative project reviews, which had been conducted separately, will be implemented in an integrated manner.
