In order to realize a digital society in which "no one will be left behind," we will work on administrative service design based on user-centered (human-centered) principles so that the needs of various users can be met effectively and efficiently, based on the fact that digital devices and services are used in various usage situations. In this way, everyone can enjoy the benefits of digitalization anytime, anywhere.
Overview
In order to promote "No One Left Behind" digitalization, it is important not only to make digital devices and services easy to use, but also to improve user convenience, solve problems, and achieve goals through these devices and services. To this end, it is necessary to develop environments so that all people, including those who are not used to digital devices and services and those who do not directly use the services, can enjoy the benefits of digitalization, while considering the purposes and tasks of various users, as well as the resources and environments of the users, and having concrete images of changes in social environments, daily lives, and life stages.
From this perspective, the public and private sectors will work together to establish a service design system based on user-centered (human-centered) principles, and promote the rectification of the digital divide and the improvement of accessibility for digital devices and services (rectification of disparities in opportunities and necessary capabilities for using advanced information and telecommunications networks and using information and telecommunications technologies, based on geographical constraints, physical and mental conditions such as age and disabilities, economic conditions and other factors).
Recent Efforts
Efforts to Spread User Perspectives in Administrative Services
Assuming that the readers are those who plan, design, provide, and operate administrative services in administrative agencies, we have prepared materials that introduce the reasons why the "user perspective" is necessary, examples and results, specific tools, and documents of the Digital Society Promotion Standard Guidelines.
Improving the UI of Government Information Systems
As part of efforts to improve the usability of government web services and web applications, as well as the ease of searching for information and accessibility, in addition to investigating and inspecting user interfaces (UIs) and resolving issues, guidelines and checklists are being prepared so that each ministry and agency can refer to them.
Establishment of Digital Society Promotion Standard Guidelines for Service Design
To support the design of administrative services from the perspective of users, we are developing guidelines and guidebooks related to service design as part of the Standard Guidelines for the Promotion of a Digital Society. We will continue to formulate and revise related documents while taking into account new issues such as the spread of generative AI technology. We will promote infrastructure development related to the design of administrative services through cooperation with ministries and agencies and discussions with experts.
Expert Design and Web Accessibility Support
In order to establish a user-centered (human-centered) service design system, Digital Agency employs experts in design and web accessibility. Experts participate from the design stage of services and products provided by Digital Agency and provide support such as reviews from the perspective of design and web accessibility. In addition, in order to promote and raise awareness of better design, we are creating rules such as "Design Principles" and "Design Guidelines," creating tools, and improving the design process.
Through the introduction of activities of human resources specializing in accessibilities, the following video were introduced: "Viewpoints of accessibilities indispensable to the digitalization centering on the administration", "Significance of securing accessibilities and practical methods", and "Significance of involvement of accessibilities team from the beginning of the project".
Construction and publication of design system
In order to promote and raise awareness of better design, we are establishing design rules, creating assets, and improving the design process. We are building a "Design System", a mechanism for providing websites and apps with consistent design and operability, while disclosing design data.

Study Group for Revision of Service Design Guidelines
In order to promote the establishment and updating of various guidelines and guidebooks related to service design, such as human-centered design, for the construction of easy-to-use administrative digital services, a review meeting is held with experts in related fields.
