Outline
The Basic Act on the Advancement of Public and Private Sector Data Utilization (Law No. 103 of 2016) made it mandatory for the national and local governments to work on open data. By working on open data, it is expected that various problems can be solved, the economy can be revitalized, and the administration can be made more sophisticated and efficient through the promotion of public participation and public-private cooperation.

1. Open Data Principles

2. Public Data License
Public Data License is a content usage agreement (rules) that can be applied to websites and open data of public institutions such as the national or local governments.
By applying this technology to a website, the entire site can be converted into open data.
Please use Government of Japan Standard Terms of Use when new terms of use are applied, or for websites and open data that have applied Public Data License, CC BY4.0, etc.

Data Portal Service (formerly Open Data Catalog Site)
The Data Portal Service is a portal site that allows federated searches of open data released by government agencies.
* The function was renovated on March 31, 2023, and the service started as one of the e-Gov hot springs. Along with the renovation, the name was changed from Open Data Catalog Site.
Data Portal Service provides the following function:
- Full-text search function that can search even the contents of open data
- Function: Using Charts and Graphs to Visualize Open Data
- A communication function that enables the sharing of opinions and requests regarding open databases, and examples of database applications
Local governments with open data initiatives
Materials such as a list of local governments that have implemented open data are posted.
Local governments that have newly started open data efforts should be sure to contact Digital Agency using the following contact form. After confirming this notice and the content of disclosure, it will be reflected as a local government that has started open data efforts. Alternatively, if there is an update to the posted information such as the URL where open data is disclosed, please enter the latest information from this form.

It is a compilation of data recommended for disclosure by the government and rules and formats to be followed when preparing such data.
Open Data 100
We have published examples of open data use and application by various businesses and local governments, as well as activities (notable ongoing events and projects throughout Japan), to serve as a reference for people in regions that are considering open data initiatives.
Open Data evangelist
Digital Agency has designated experts with a deep knowledge of open data as "Open Data evangelist" and dispatched them to seminars, training sessions, and other events hosted by local governments.
Please apply using the form below for the local government that you wish to have dispatched. In addition, as a general rule, please apply at least one month in advance, as dispatch requires coordination.

Open data support organization
In Digital Agency, we selected the "Open Data Support Organizations (OD Supporters)," which mainly support holding workshops, with the aim of introducing the supporting organizations for open data utilization in each area. A list of these organizations is shown below.
For local governments wishing to hold workshops and other support, please fill out the specific details of your request in the support request form (Excel) below and contact each OD Supporter directly. In addition, as it takes time to adjust, in principle, we ask that you apply at least one month in advance.
Local governments that have received support from OD Supporters should report implementation using the support completion report form below.
