1. PMH Initiatives
In the fields where local governments are responsible for implementation, such as medical care subsidies, maternal and child health care, vaccinations, and nursing care insurance, there are many operational burdens on citizens, local governments, medical institutions, and pharmacies involved in coordinating information on paper, and improvements are needed.
In order to solve this problem, the Roadmap for the Promotion of the Healthcare DX (published by Cabinet Secretariat) (PDF / 454 kb), which was decided by on June 2, 2023, states that "A mechanism for information coordination will be established to enable the safe exchange of necessary information among relevant organizations and administrative agencies. In conjunction with efforts to standardize local government systems, information will be shared on nursing care insurance, vaccinations, maternal and child health care, publicly funded health care, and local independent medical care subsidies."
The City of Digital Agency developed a system with an information coordination function (Public Medical Hub: PMH) in fiscal 2023 as a mechanism for information coordination, and started preliminary implementation projects for local governments that request it, in the fields of medical expense subsidies and vaccination and maternal and child health. In the future, we will expand the function to increase the systems and use cases for information coordination at PMH, and promote initiatives to expand the target local governments, medical institutions, and pharmacies.
PMH Benefits
- Medical Subsidy Field
- When visiting medical institutions and pharmacies, the My Number Card (My Number Card as the Health Insurance Certificate) will be able to be used as a recipient certificate of medical expense subsidies and a patient registration card.
- Field of immunization and maternal and child health
- It will be possible to input the Prevaccination Screening Questionnaire and Medical Interview Sheet on a smartphone, etc., and use My Number Card as a vaccination ticket or a medical examination ticket.
- The Mynaportal will recommend vaccination and medical examination to prevent forgetting vaccination and medical examination, and will enable vaccination history and medical examination results to be checked on the Mynaportal in real time
2. Implementation status of preceding projects
The number of participating local governments expanded from 183 as of the end of FY 2024 to 608 as of June 7, 2026, and is expected to reach 622, which is the total number of local governments. In addition, the number of medical institutions and pharmacies where PMH can be used increased from approximately 25000 in April 2025 to approximately 69000 in March 2026.
